What is a timezone?
A timezone is not just an offset from UTC — it is a set of rules (base offset, Daylight Saving Time schedule, and its history of past changes) maintained in the IANA time zone database under names like America/New_York or Europe/Berlin. Two cities at the same longitude can sit in different zones because the boundary follows politics, not geography.
Offsets are not all whole hours — India is UTC+05:30 and Nepal UTC+05:45 — and a zone’s offset has changed over history, so “what time was it in Berlin in 1980” needs the rules, not just today’s offset.
