Frame numbers vs time: frame N sits at N ÷ fps seconds — at 30 fps, frame 150 is exactly the 5-second mark, so fps must be known before a timestamp can name a frame. Not every frame can stand alone: only keyframes (I-frames) are complete pictures — see Video Cutter for I/P/B frames and GOPs.
